I think this simply means that you cannot do intra-town mail delivery, i.e. I think it might have to do with city growth, since you tend to have to build the station pretty close to the town in order for the station to accept goods, in my experience. Note that the property of accepting mail/goods is of a given station, and not the town itself (as far as I know, anyway).
